Politeness or just being formal? それって礼儀正しいの?

There are a lot of Instagramers in Tokyo who interviews foreign people about a first impression of Japan.
来日した海外からの人へ、こんな質問をするインタビューワーがいる。

What's your impression of Japan or Japanese people?
「日本に来てみて、どんな印象ですか?」

--- Well, the people is very polite.
---「そうですね、皆んな礼儀正しいですね。」

Most people answer like this.
こんな回答を8〜9割もらっている気がする。

Is Japanese people very curtesy or are there some deep secrets in our paticular behavior?

We have lots of social pressures since very small; such as "we have to know every right way to get done perfectly.” There is an unspoken discipline.

I feel like all public reaction is caused for a conflict prevention. It’s pretty unique and a superficial politeness.
