Such foolish and vicious actions by media outlets such as the Asahi Shimbun are still manipulating a significant portion of the Japanese people.

Why doesn't anyone speak up? Japan is the only country with such a "customer first" attitude!

A doctor acquaintance said, "Chinese people who came with the status of tourists are fraudulently using their insurance to receive medical treatment. It is also said that women from Asia, Eastern Europe, and South America who work nights in downtown areas are also lending and borrowing insurance cards. In recent years, it has become a problem in Japan to obtain a National Health Insurance card easily.
A nurse acquaintance of mine also said this.
"Some Chinese patients wear branded items even though they are on welfare. I once talked with a doctor who said, 'There is something fishy about the insurance card. I have also heard from people that Chinese brokers are in the business of arranging medical treatment in Japan." 

Fake passports, fake international students, fake bills and cards, fake resumes, fake documents, fake marriages, fake refugees, illegal immigration, underground labor, identity theft, shell companies, etc., have long been a Chinese specialty.
In the Chinese art of getting along with people, "fake," "illegal,'' and "opaque'' are specialties, and at some point, fraudulently obtaining and abusing Japanese insurance cards also became a part of this.
The momentum seems to have gained momentum from when the hurdles for foreigners to enroll in the national health insurance program were significantly lowered after July 9, 2012, when the Basic Resident Registration Act was partially amended under the Democratic Party of Japan administration and came into effect.
Before the revision, the requirement for foreigners to join the National Health Insurance was "to have a status of residence for two years or more or to be recognized as staying in Japan for one year or more based on objective data.
After the revision, the requirement for enrollment was changed to "have a status of residence of more than three months or be recognized as staying in Japan for more than three months based on objective data or other means. 
The amendment abolished the "Alien Registration Law". It made "mid- to long-term residents" of foreign residents, who are subject to the same Basic Resident Registration as Japanese residents under the "principle of equality between foreigners and Japanese," eligible for the issuance of resident cards. 
The Immigration Control and Refugee Recognition Act defines "mid- to long-term residents" as "foreign nationals whose residence status exceeds three months.
Therefore, in principle, foreigners with visas that allow them to stay in Japan for more than three months (90 days), such as college student visas, business administration visas, work visas, and visas for specified activities, are eligible for this program, so they are obliged to obtain a residence card at their municipal office and join the National Health Insurance program.
Of course, we do not intend to deny foreigners the right to have an insurance card out of hand. 
However, since "mid- to long-term residents" under the Immigration Control and Refugee Recognition Act is defined as "more than three months" rather than 3 or 5 years or longer, it is appalling that the system has been "amended" to allow foreigners who stay in Japan for only three months to use the "insurance for Japanese citizens" based on our blood taxes in the same way. It is appalling that the system has been "changed" to allow foreigners who have been in Japan for only three months to have equal access to "insurance for Japanese citizens" based on our blood taxes. 
Why doesn't anyone speak out? 
Japan is definitely the only country on earth that puts the customer first!
