An ex-marine named Peter Gaynor was moved in to the position at the department of homeland security in addition to maintaining his top position at FEMA. Under a declaration of national emergency this would make him the second most powerful person in the United States.
The National Guard in Washington DC are under the complete control of Donald Trump and Peter Gaynor. In fact, Peter Gaynor is in charge of security for the inauguration. If he decided to cancel it or delay it under state of national emergency, he could do that. Of course, this would make the Democrats freak out and protest. Any protest would not last long given that the national Guard is in complete control of Washington DC.
Everyone in the Pentagon will get to sit on their asses and watch the constitutional process work its way through.
Anyone going to the Pentagon and asking them to overthrow the president will be committng treason.
