But this time, the policeman had no intention of stopping me, and I passed by the police car.

Similarly, the electricity of the plate was cut off, but there was no attempt to stop it at all.
​​(That is to say, I think that the police are an organization that naturally abides by the rules. At first, I thought it was strange.)​​

I don't want to get caught, and I know it's my fault for not changing the plate's electricity, but I'm a little confused because I don't understand the meaning of this incident...

Or rather, it was an event that I could not understand the criteria to be stopped.

If it's a big violation or incident, it will act, but if it's a very small violation or incident, will it turn a blind eye...?
