ISO14068−1を深掘りしてみた（1）
ISO14068−1 Carbon neutralityがリリースされたことは、先日報告しました。
皆さん、待ちに待っていたことでしょう。
一番の注目は「Carbon neutrality」の定義だったのではないでしょうか。
ですので、一部を抜粋しながら説明したいと思います。

気になるのは、ずばり「3.1 Terms related to carbon neutrality」でしょう。
「3.1.1 carbon neutral」の定義はこのようになっています。
排出削減もしくは除去強化により排出量が削減されたのち、ゼロを超えた分を「オフセット」により相殺されることを「カーボンニュートラル」と呼ぶとあります。
ちなみに、「3.1.2 carbon neutrality」は「カーボンニュートラル」である状態のことであるとなっているので、私たちが一般的に用いる文脈では、「カーボンニュートラリティ」と称呼するのが正しいと思います。
さて、「オフセット」は 「3.3.1 offsetting」で、カーボン・クレジットの償却でカーボンフットプリントを相殺することと説明されており、「カーボン・クレジット」は「3.3.2 carbon credit」で、排出削減量又は除去強化量からえられるCO2換算トン数に相当する取引可能な証書となっています。
ですので、3.1.1 本文のみだと、吸収除去系（removal）だけでなく削減回避系（avoidance）のクレジットでもオフセットに使えるように思えます。
しかし、Note 1で、オフセットに使用されるカーボン・クレジットは一定の基準（第11章）を満たすこと、及び、排出削減若しくは除去強化が行われた後にのみオフセットできる、とされています。
このことは、何を意味しているのでしょうか。
そのためには、第11章を見てみる必要がありますね。
「除去強化」という用語や、「行われた後のみ」という言い回しも気になります。
ということで、こちらについては、次回のnoteで掘り下げたいと思います。

なお、IPCCは「carbon neutrality」と「GHG neutrality」を区別しています。
気にしていなかったという方もおられるでしょうが、ISO14068−1では、GHG neutralityの定義と同義です。
さらに言うと、「カーボンフットプリント」と「CO2排出量」も違います。
「CO2排出量」は文字通り二酸化炭素（CO2）の排出量。
他方「カーボンフットプリント」は温室効果ガスの排出量。
GWPを掛けて、CO2e（CO2換算のトン数）で表示しますよね。
ですので、気候変動に対する影響評価をしているということになります。
「温室効果ガスとは何を指すのか」も論点だったりはします。
GHGプロトコルは7ガスのみを算定対象とするところ、温室効果を有するガスはそれ以外にも存在していますから。
まぁ、この辺りは普段は気にする必要はありませんが、算定に携わっている人間としては、認識しておきたい点ではあります。
