ヨーロッパ経済ニュースEUROPE NNAは2023年12月15日に、イキリス中銀イングランド銀行は2023年12月14日に、2023年12月13日に開いたPC(Monetary Policy Committee/金融政策委員会)で政策金利を5.25%に据え置くことを決めたと発表した。大方の予想通り、3会合連続での据え置きとなった。中銀は当面は現行水準で金利を維持する姿勢を示しているものの、インフレが減速する一方で国内経済が伸び悩む中、市場では来年には大幅利下げを強いられるとの観測も出ている。

インフレ不安で、金利を上げ過ぎたとも言える。

議事録によると、今回のMPCでは金融政策委員9人のうち6人が据え置きを支持。3人は5.5%への利上げを主張した。

中銀は今後について、「制限的な金融政策を長期にわたり続ける必要がある」とした上で、当面は利下げに踏み切らない姿勢をあらためて示した。「インフレ圧力が予想より長引く証拠が見られれば、さらなる金融引き締めが必要となる」とも指摘し、利上げの可能性にも触れている。

ただインフレ率は緩和傾向にあり、10月は4.6%と前月の6.7%から大幅に減速。中銀は、インフレ率について年内はこの水準で推移し、来年1月には1年前にサービス価格が低迷した反動で一時的にやや上昇するものの、その後は再び緩やかに減速していくとの見方を示している。

一方、イキリスの今年第3四半期(7～9月)の国内総生産(GDP)はゼロ成長となり、10月は前年同月比0.3%減と、中銀の予想を下回った。同行は第4四半期以降もゼロ成長が続くとみている。

ロイター通信などによると、市場では大方が来年6月の利下げを予想している。経済見通しが悪化する中、いったん利下げサイクルが始まれば急ピッチでの引き下げが必要となるとの見方もある。

毎回見てきて、これなら誰だってできると言う気になる。

インフレ不安で、金利を上げ過ぎても責任を取っていない。

Operational considerations
48: At its September 2023 meeting, the MPC had voted to reduce the stock of UK government bond purchases held for monetary policy purposes by £100 billion over the 12-month period from October 2023 to September 2024, comprising both maturing gilts and sales. The MPC had been briefed on progress on these gilt sales and on the operational arrangements for 2024 Q1, which would be published in a Market Notice at 4.30pm on 15 December.

49: On 13 December, the total stock of assets held for monetary policy purposes was £744 billion, comprising just under £744 billion of UK government bond purchases and £0.4 billion of sterling non‐financial investment‐grade corporate bond purchases.

The Bank of England Act 1998 gives the Bank of England operational responsibility for setting monetary policy to meet the Government’s inflation target. Operational decisions are taken by the Bank’s Monetary Policy Committee. The minutes of the Committee meeting ending on 31 January will be published on 1 February 2024.
