“fireworks at school sports festival” “new year’s bell” are getting many complains.
the rise of movement towards banding.

うるさいから止めろ、と言われても、音を出す側に相応の理はある。だとしても騒音と断じられてしまうのか。
Even if some complains that a sound is too loud, the one who make the sound have decent reason.

　たとえば、運動会の始まりを告げる花火。
For example, fireworks which let people know the opening of the school sport event.
主に宮城県など東北6県では、運動会のみならず、収穫の秋を祝う町内の祭りなどの行事を行う合図として、古くから用いられてきたという。
Not only at the school sport event,
in 6 different prefectures in Tohoku area, mainly Miyagi prefecture, they have been using fireworks as the sign of opening of events like harvest festivals in fall.
　それがここ数年、住民たちの苦情で、取り止めになる例が相次いでいるのだ。
Past few years, the movement of terminating the tradition(fireworks) has raised, due to complains from neighbors.

　地方紙記者が解説する。
Local journalist said:

「“夜勤明けで眠れない”などの住民からの抗議で、今年の運動会では仙台市内に186ある小中学校のうち、約半数の90校で打ち上げを見送りました。
“People who work night shift complained that they cannot sleep because of the sound.
Due to those complain, 90/186 school in Sendai city had to cancel the fireworks.

確かに早朝から花火の音が響き渡れば迷惑だと思われるかもしれませんが、この合図は明治以来続く地域の伝統的な慣習です」
It might be annoying to hear the sound of fireworks in early morning, but the sound has been traditional custom in the area since Meiji period. “

　お隣の福島県でも、同様の事態が起きている。福島市では、昨年から住民の苦情が市役所に寄せられ、今年は二つの小学校で花火の打ち上げを見合わせた。
In Fukushima prefecture, similar thing is happening. Complains have been sent to city council since last year. Two school in the city decided to cancel the fireworks this year.

　市教委の担当者が言う。
A member of Municipal Board of Education said:

「苦情で取り止めたわけではなく、あくまで現場と協議して、メールなど別な方法でも運動会の開催を周知できるという判断から、午前6時台に行っていた花火を取り止めました。
“We canceled it because now a days we have several other ways like e-mail in order to let people know if the event is held or not. The discussion was made regardless of complains.

本番が始まる8時台の花火は例年どおり実施しました」
Although we canceled the fireworks at 6 am, we decided to execute one at 8am as it’s planed.”

　運動会も秋祭りも年に1回限りの行事である。なにも毎朝、花火が打ち上がっているわけではないのだ。
Both school sport event and harvest festival is only once in a year. it’s not like you have to hear the sounds everyday.

　年1度と聞けば、まもなく迎える大晦日でも不寛容の声が鳴り響く。
Speaking of once a year, it’s almost the time of new year’s bell. This is also getting many complains.
東京・小金井市にある曹洞宗の寺院・千手院は、除夜の鐘を5年前から止めたそうだ。
At a temple in koganei city in Tokyo, new year’s bell hasn’t rang for 5 years.
「近隣の方から苦情が来て裁判所で調停が開かれたのですが、100万円かかる防音パネルを設置しなくてはならなくなりました。
“We got complains from neighbors, and that went to arbitration, at the end we are asked to put up a sound proof wall which cost 1,000,000 yen.

音が遠くまで聞こえなくなるし不自然なので、今年も鳴らすことはありません」
There is no point in ringing a bell surrounded by a wall, so I wouldn’t do that.”

　同じく住民の抗議を受けながら、鐘を復活させたのは真宗大谷派の大澤寺（だいたくじ）（静岡・牧之原市）である。
Daitaku temple in Shizuoka also terminated the bell before because of the complains, but the temple made the way back again.
　住職の今井一光氏（61）はこう話す。
The head of priest, Mr Imai said;
「百八十度発想を変え、正午から除夜の鐘を突く予定です。
“We turned over the idea, and decided to ring the bell at noon this year (instead of midnight).
昨年も日が高いうちに鳴らしたところ好評で、近隣から苦情も来なくなりました。
We tried it last year, and got positive feedbacks.
昼間の方が明るいし寒くないので、今まで足を運び辛かったお年寄りや子供たちも、気軽に鐘を突けるようになりました。
daytime is brighter and less freezing, so it’s much easy for little kids and old people to visit temple. It turned out better.

お手伝いに来る婦人部の方も、夕方は家でおせちの準備ができると喜んでいますね」
Volunteers at event is also happy about the change. They can enjoy midnight countdown by their own. “

　まさに「災い転じて福と為す」というワケだが、夜に鐘の音を聞きながら年越し蕎麦を啜る光景が、ここでは見られなくなってしまったのもまた事実。
“When life gives you lemons, make lemonade”.
but still it’s little sad that we might not be able to hear the sound anymore while we eat New year’s soba.

世間を覆う禁止拡大の波は、収まる気配が見えないのだ。
it seems like movement of banding is unstoppable these days.
