まず、文頭の”the longer”を見た瞬間に『The 比較級, the 比較級』の構文があることが予想できます。"The longer the ban goes on, the less"まで見て、予想通りの構文となります。

いったん、"~ to study"まで読み、"and"を見たときに構文が継続するのか？等位接続詞として別の文章が始まるのか？の二択になります。

ここでは、"the progress... will be quickly reversed."という形をみて、新たな文構造が成立していることが見えます。

ここで問題になるのは、"the progress it has made in internationalizing its universities"になります。it has以下の文章は完結しているのですが、progressと接続する単語がないです。意味上から考えても、同格のthatがあることが期待されるのですが、それが無いという状況です。

一般的に同格thatは省略されることは無いのですが、ここでは例外的に省略を行っていると理解できます。
