小山内美智子です。脳性マヒで、何もできないおばさんです。
コロナ対策は、ほんとに大変です。
人間であるかぎり、移される側と移す側に両方立ってるからスタートラインはみんな同じなんです。

何会議だったけ？
（野党と与党のコロナ対策協議会？）
野党と与党のコロナ対策の協議会に出なくてもいいと言われたことは、それは、すごくおかしいです
国民は、れいわの会の人たちは それができると思って投票したんです。
でも自民党とか立憲民主党は障がい者は来るなということは、もう国会で差別ができてるんです。
「障がい者は弱いから、コロナになりやすいから来るな」ということなんです。それはすごくおかしいです。
私がコロナになったら、どういう生活をしたらいいのかを皆で話し合って、国として何をやっていただけるか、ちゃんと話し合うべきだと思うんです。
ヘルパーさんもコロナにかかったら、どういう風にしたらいいか、ちゃんとした治療を受けられるのか、あと防御服をちゃん着る。着け方を学ぶべきだと思うんです。
（イェーイ！激しくそう思います。）
それはお互い人間として対等に生きるためには、助け合って生きなければいけないからです。
私は防護服を札幌市に貸せ、くださいと何度も言ったんですよ。
（札幌市は）くれません。
（コロナの陽性患者に）ならないうちに防護服を着て、専門家とヘルパーさんがどういう風にケアをしたら安全かということを研究すべきだと私は思うんです。
それをなにもやっていない日本はおかしいんです。
本当にヘルパーさんたちと私は…周りには７人のヘルパーさんがいますけれど、ヘルパーさんたちがコロナにかかったら、私は死んでしまいます。
そういう重要性を持っているから、ぜひ木村さんたちが声を上げないとだめなんです。
健康な人だったら病院に行って、一般の看護師さんに介護を受けられます
でも一般の看護師さんたちは、（私達の）ケアができません。
そのことをわかっているでしょうか？
看護師さんの勉強の中に、障がい者の介護ってのは入ってないんです。
だからこういう緊急事態が起きたら、やっぱり一般の看護師さんたちが障がい者のケアってのはどういうものかを学んでおかないと、悲劇が起きます
だから私は本当に命がけでこのことを訴えていかないとだめだと思います
今すぐにでも東京に行って木村さんと語り合いたいぐらいです。

On March 19th, Eiko Kimura, a Council member representing Reiwa Shinsengumi, held a press conference on her recent experience where she was was excluded twice from nonpartisan Council meeting regarding COVID-19. Kimura, who has cerebral palsy, referring to cries from across Japan that those who are Disabled and are in need of caretakers. While Japan neglect to educate the public about possible risks, local welfare centers sometimes do not provide services for fear of coronavirus. Kimura was not invited to the meeting initially. When she requested to take part, she was told that she can send her opinion in a written document but the current meeting members collectively made a decision not to invite her.
As one of the two Disabled members in the Japanese Parliament, Kimura requests 1) to be included in the meeting since it is crucial to bring those systemically marginalized voices even if it is not the case for COVID-19, and 2) proper explanation by other parties (LDP/CDP and others) who made the decision not to even invite her to the meeting.

Dealing with COVID-19 is so hard.
Since we are all human beings anyways...
anybody can pass it or catch it.
So we can take a look from both sides.
That's our startling line.
No matter what.
Eiko Kimura, a member of the House of Councillors, representing Reiwa Shinsengumi, was rejected by...
What meeting was it?
(a nonpartisan council)
was it organized by Reiwa?
(a nonpartisan meeting on coronavirus)
Ms. Kimura was reject twice to attend the council on coronavirus. She was advised that she "doesn't have to attend" but to submit a written opinion to the council.
This is not acceptable.
Japanese voters support Reiwa Shinsengumi because we believed that Ms. Kimura and Mr. Funago...
those only Disabled Councilors can represent community of Disabled people.
When LDP and CDP excluded
those Disabled members...
It means that our Parliament
runs on established ableism.
"Disabled people are prone to get coronavirus!
So Don't bother to join us."
This is wrong.
So if I were found to be positive,
how would I live my day-to-day life?
I want Parliament members to discuss
what would Japan provide me to survive.
Now is the time to put (y)our heads together.
What would my personal assistants do
if they were found to be positive?
Would Japan provide them
proper treatment to fight coronavirus?
What about protective overalls?
They need to learn how to put them on first.
(Yaaay!)

We want to live humanely and equal from one another.
We can only survive on mutual aid.
I wrote letters of request to the city of Sapporo
to provide us protective overalls...
They are not interested.
In the letter, I proposed that we must organize a drill for care takers before initial coronavirus outbreak.
So personal assistants and other experts can experiment on safer caregiving.
It's very wrong
In my case... I have...
7 personal assistants working for me
If they were exposed to coronavirus
and found to be positive...
I would die.
Notice how vulnerable we are now
and how important it is.
It's wrong to exclude Ms. Kimura from the discussion.
We must raise our voices and be heard.
Abled people can go to hospitals
so nurses can provide treatment.
But that's not the case for us.
Nurses can't provide cares for Disabled people.
I don't see they know what I mean here.
In nursing schools, they have no curricula that
teach them how to provide cares to Disabled people.
So once in the state of emergency like this...
unless nurses already have learned...
how to provide cares to Disabled people...
it is fatal.
That's why I commit myself to...
survive and speak up.
I see no other way.
I wish if I can bring myself to Tokyo right away
to join the struggle with Ms. Kimura.
I also want you to fight the struggle....
