to make something seem less important or less bad than it really is. ということで「過小に言う」「軽視する」「見くびる」「過小に言う」の意。

イラン中部イスファハンで夜中に起きたことについて、イラン当局はたいしたことではなかったという態度をとっている。

■ enmity | 憎悪

敵を意味するenemyと同じ語源。この部分は日本語訳されていなかったので以下は私訳。

■ draw a line under the saga | 事態に区切りをつける

「draw a line under 〜」でto stop something from continuing, and consider it finishedの意。sagaは「壮大な物語」ですが、「長ったらしい話」にも。
The best option for the region, in the opinion of western governments, is for both Iran and Israel to draw a line under the saga.
西側諸国の政府に言わせると、中東地域にとって最善の選択肢は、イランとイスラエルの双方が今回の事態に区切りをつけることだった。

イランの正式名称は「イラン・イスラム共和国」。他に「イスラム共和国」が正式名称につくのはパキスタンとモーリタニア。
ところで「回回（ムスリム）」「回教（イスラム教）」の語源ははっきりしないそうです。
