元日に営業する小売店は減ってきた
元旦に配達された新聞のチラシを見ると、元日に営業する店は、少なくなった。その傾向は全国的だ。
小売り・外食で年始の休業日を増やす動きが広がっている。食品スーパーの東急ストアは2024年、一部店舗を除いて正月三が日を休業にする。百貨店の松屋銀座（東京・中央）も24年ぶりに1月2日を休業日とする。小売り・外食では慢性的な人手不足に陥っており、労働環境の改善で人材の確保や定着につなげる。東急ストアは複合施設内などの一部店舗を除いて1〜3日まで休業する。2023年は1〜2日が休業だった。
ウィキペディアによると、１９９６年に、大型小売店のダイエーとイトーヨーカドーが、全国規模で開始したのが、元日営業の発端だという。
それから約２０年以上経ち、元日営業があたりまえのようになったが、仕方なく出勤した店員さんも多かっただろう。その一人は、こう書いている。
ダイエーグループのマルエツに勤務していたとき（３０年位前）突然正月の元旦営業が決まった。それまでは３日間は休みだったからであるが、これはダイエーの重鎮が当時のダイエーＣＥＯの中内功氏に正月営業のお伺いをたてたところ元旦からの営業が指示されたことによって、イトーヨーカ堂を始めとする流通各社が雪崩を打って正月営業にいたり、やがて遅滞なく小売業界全般で正月営業にいたった。（中略）
家族があり親戚があり正月を祝うと言うのは日本人にとって必要な物で元旦の出勤手当で12000円もらってもまったく嬉しくないのであり、子供の成長にとっても良くないことと思う。なにも正月の元旦から買い物をしなくても市民生活のになんら影響がないのである。私は60才で継続雇用を拒否して退職した最初の年の大晦日と元旦のなんと爽やかな開放感があったことを記憶している。
まったく、中内氏は罪作りな人だったと思う。彼がこんなことを始まるまで、元日に営業する大型店舗はほとんどなかった。ただ例外はある。
１９８０年代、西武百貨店の池袋店が正月営業していて、そこの食堂で食べたことを覚えている。ダイエーなどが正月営業を始めるずっと前だ。
西武池袋店は今年の元日も営業している。この店舗はヨドバシカメラに売却されたが、来年の元日も営業するのだろう、多分。
一方、住んでいる地域のコンビニエンスストアが毎日営業しているのは非常にありがたい。
今後も人手不足が続くなら、当初のセブンイレブンのように、７時から２３時までの営業でいいので、コンビニエンスストアには存続してもらいたいと思う。

Looking at newspaper flyers delivered on New Year's Day, it appears that fewer stores will be open on that day.
The trend is nationwide.
There is a growing movement for retailers and restaurants to increase the number of days they are closed during the New Year. In 2024, the Tokyu grocery store will be closed on the first three days of the New Year, with the exception of some stores. Department store Matsuya Ginza (Central, Tokyo) will also be closed on January 2nd for the first time in 24 years.
There is a chronic labor shortage in the retail and restaurant industries, and improving the working environment will help secure and retain human resources. Tokyu Store will be closed from the 1st to the 3rd, with the exception of some stores in complexes. In 2023, it was closed for 1-2 days.
According to Wikipedia, New Year's Day sales began in 1996, when large retailers Daiei and Ito-Yokado began nationwide sales. More than 20 years have passed since then, and opening on New Year's Day has become commonplace, but many store employees may have reluctantly come to work. One of them wrote:
When I was working at Maruetsu in the Daiei Group (about 30 years ago), they suddenly decided to open on New Year's Day. Until then, employees had three days off during the New Year.
When Daiei's executives asked Daiei CEO Isao Nakauchi about New Year's sales, he was instructed to open from New Year's Day.
This led to an avalanche of distribution companies, including Ito-Yokado, to open for the New Year, and eventually the entire retail industry to open for the New Year. (omitted)
Celebrating New Year's is a necessary thing for Japanese people who have families and relatives, so even if they receive 12,000 yen as a work allowance on New Year's Day, they will not be happy at all, and I think it is not good for their children's growth. Even if you don't go shopping on New Year's Day, there will be no impact on the lives of citizens. I remember how refreshingly liberated I felt on New Year's Eve and New Year's Day the first year I quit my job at the age of 60, refusing to continue working.
I believe that Mr. Nakauchi was a guilty person. Until he started doing this, very few large stores were open on New Year's Day. However, there are exceptions.
In the 1980s, Seibu Department Store's Ikebukuro store was open for New Year's, and I remember eating at the cafeteria there. This was long before Daiei and other companies started opening for the New Year.
Seibu Ikebukuro store is open on New Year's Day this year. This store was sold to Yodobashi Camera, but it will probably be open on New Year's Day next year.
On the other hand, I am very grateful that the convenience store in my area is open every day. If the labor shortage continues in the future, I would like to see convenience stores continue to operate, like the original 7-Eleven, which can only be open from 7 a.m. to 11 p.m.
