２０１５年１０月２６日、日本記者クラブにおいて国連の特別報告者が記者会見を行い、その内容が物議を醸しました。問題となったのは「女子学生の【３０％】が援助交際に関与している」という表現でしたが、のちに通訳の聴き間違いと発覚し、問題の数値は【１３％】に修正されました。実際の発言内容を英日併記で起こしました。

Rapporteur: Now, I found in particular during this visit that we have in Japan many many forms of sexual exploitation of children, some of which are not necessarily all criminalized. What I in particular would like to refer to is a number of exploitative behaviors which I have identified which, although they are not criminal behavior and therefore do not fall under the provisions of the law, are very risky and dangerous, situations which could be a path way to subsequent exploitation. 

国連報告者「訪問中、私がとくに気付かされたのは、日本には、児童を性的に搾取するひじょうに多くの形態があり、これらの一部は必ずしも犯罪化されていないことでした。その中でもとくに私が特定した複数の搾取行為のことについて強調しておきたいと思います。これらの行為は犯罪行為ではなく、したがって法に触れる行為とは見なされませんが、きわめてリスクが高い、危険な、最終的には搾取に繋がる可能性を孕む行為であります。」

Rapporteur: I'm referring in particular to this phenomena of 'enjo kosai' which is a trend amongst school girls. Some 13 percent of school girls in Japan are involved in that kind of activity, which perhaps starts with a relatively innocent activity, like 'JK osanpo' or other kinds of--on the surface--looking innocent activities, but all these activities can lead to serious and dangerous activities. Another example would be the involvement of very young children in the production of child erotica; 'Chakuero', and the whole issue of 'junior idols'. So all these activities occur in a wide range of establishments and are facilitated by ICT.

国連報告者「とくに強調しておきたいのは、『援助交際』と呼ばれる、女子学生の間での傾向として見られる現象です。じつに日本の女子学生の１３％がこうした類の活動に関与しているといわれます。これらの活動は、『ＪＫお散歩』のように、表面的には比較的無害に思える活動から始まりますが、いずれも深刻で危険な活動に結びつく危険性を孕んでいます。『着エロ』と呼ばれる児童エロチカにとても小さな子どもを関与させていることや、いわゆる『ジュニアアイドル』の問題も、これらの(活動の）例といえます。これらの活動がすべて、広範な業界に支えられ、これを促進しているのがICT（情報コミュニケーションテクノロジ）なのです。」
