季節外れの暖かさですが、みなさんいかがお過ごしでしょうか。私はせっかくタンスにしまった半袖を引っ張りだして、家の中をウロウロしています。

　世間では政府が発表した大学無償化政策に賛否両論が起きているようですが、みなさんはどのようにお考えでしょうか。一応大学教員という現場の立場から思うことをまとめてみようと思います。私個人としては、大学の無償化そのものは賛同できることだと思います。やはり大学で学びたいと思っても経済的理由で学ぶ権利が奪われることは好ましいことではなく、政府としてそれを防ぐことを第一に考えてほしいところです。ただ、3人子どもがいないとその恩恵が受けれないというのは、いかがなものかと思います。

　まず保護者の立場から考えると、今大学受験を考える時期に当たる子どもを抱えている保護者の多くは、年齢的に出産することが難しい世代の人たちです。なので、2人以下の子どもを持つ保護者が今からもう1人子どもを増やして大学無償化の恩恵をあずかることは、ほとんど不可能に近いです。一方既に３人以上子どもがいる家庭の中には、大学の無償化よりも別の支援が必要と考えている保護者も一定数いるのではないでしょうか。つまり、今大学生や大学受験を控えている子どもを抱えている保護者にとっては、今回の政策はほんの一部の人ための政策だと思って、その対象外の家庭は政府に対する失望の方が大きかったように思います。また、先日も高校の進路指導担当の先生の話をしましたが、「大卒」という資格しか得られない大学に行くよりも、専門学校で専門技術を習得した方がいいと勧めているという話を聞きました。保護者の中でも大学でふらふら遊ぶぐらいなら、高校卒業してすぐ働くか、専門学校で技術を身につけろという人も多いようです。つまり、大学に価値を見出していない保護者にとって、今回の政策はあまり関心を持つことができないように思います。

　一方、子どもの立場から考えると貧困にあえでいる家庭ではむしろ子どもの数は少なく、逆にその少数の子どもたちがヤングケアラーとして多くの家族を支えているという現状もあります。私の大学でもアルバイトを目一杯入れて、家にお金を入れながら奨学金という名の借金で授業料を払って、何とか大学に通っている学生も多いのです。こんなに苦しみながらも、それでも大学に来ている学生の存在を政府はどれだけ知っているのでしょうか。遠い未来のため今から準備する政策も必要だと思います。しかし今、目の前で困っている大学生や、大学に行きたいと思っても行けない若者が大勢いるということを政府はもっと知ってほしいと思います。

　次に大学側から見ると無償化によって入学数を増えるというのは、肯定的に捉えられるように思います。特にうちの大学も含め、定員割れを起こしている大学にとっては延命処置として効果的だと思います。ただ、これはあくまでも延命処置だということを大学は自覚しなければなりません。これまでも多くの大学では授業料を減免する特待生制度を設けています。うちの大学でもその制度を利用して入学してくる学生も一定数います。また、それとは別に給付型の奨学金をもらって通っている学生もいます。このように授業料を自己負担せずに大学に通っている学生が年々に増加しており、今回の政策が実行されると授業料を自費で支払ってくる学生の割合が、さらに低下することになります。大学の経営者から見ればどこからお金を支払われても、入ってくる額は一緒なのであまり気にならないでしょう。しかし教員から見ると、この収入の多元化は色んな問題をはらんでいるのです。
　
　特待生は成績維持が免除の条件になっていますので、常に自分の成績を気にします。そのため成績につながるかどうかが判断基準になり、その結果成績にならないことは無駄なこととして切り捨てる傾向が強くなるのです。また教職員も成績優秀とチヤホヤするので、本人が色々な勘違いを起こすのです。それに対して給付で来ている人たちは、そのことを公にすることはあまりありません。教員にもその情報はあまり伝わってこないのです。経済的に厳しい家庭であるということをあまり知られたなくないという背景があるかもしれません。いずれにしても学生の中では、授業料の支払いについてはあまり触れないようにしているのが、私が関わっている学生たちの傾向です。ただ、授業料を誰か負担しているかによって、学生内で序列ができることはとても悲しいことですし、私としては何とかその序列をぶっ壊したいといつも思っているので、自分たちの活動費は自分たちで稼ぐようにしています。

　どの立場であってもすべてお金に換算して物事を考える私たちの習慣が、一番問題だと私は考えます。大学での学びは短期的な貨幣価値を生み出すものではありません。そもそも教育効果を貨幣換算すること自体がナンセンスなのです。教育の効果がいつどこで発揮するかは誰もわかりません。しかし、誰かの教育を受けなければ、その人は一生自分の幸せに気づかず人生を送ってしまうかもしれないのです。だから教育を受ける権利はその人が幸せになるために必要なことなのです。その当たり前の権利を享受できるための政策を政府に考えてもらいたいと思います。

　これから大学教員になる人はどんな周りの環境が変化しようとも常に学生の味方になり続けられる人になってほしいと思います。そして、逆に制度を利用してもっと学生を幸せにしてやろうぐらいの気概を持った人になってほしいです。（自戒を込めて…。）

Personally, I agree with the idea of free universities. After all, even if you want to study at a university, it is not good that the right to study is taken away for economic reasons, and I would like the government to think about preventing it first. But I don't think it's good that you can't get the benefit without 3 children.

First of all, from the perspective of parents, many of the parents who have children who are now ready for college entrance exams are from a generation whose age makes it difficult to give birth. Therefore, it is almost impossible for parents with two or fewer children to have one more child and reap the benefits of free college. On the other hand, I think there are a certain number of parents who already have three or more children who think they need more support than free college. In other words, for parents of children who are currently preparing for college entrance exams, I believe that this policy is for only a small portion of the population, and those families who are not eligible for it were more disappointed with the government. Also, the other day, I talked about a teacher in charge of career guidance at a high school, and I heard that he recommended that you learn specialized skills at a vocational school rather than going to a university that only qualifies you as a college graduate. Even among parents, there are many who would rather work right after graduating from high school or learn their skills at a vocational school than hang out in college. In other words, I don't think this policy can be of much concern to parents who don't see the value in college.

On the other hand, from the perspective of children, families living in poverty have fewer children, and on the contrary, those few children support many families as young carers. Even at my university, there are many students who manage to go to university by paying tuition fees with a loan called scholarship while putting money into their house. How much does the government know about the existence of students who suffer so much and still come to university? I think we also need policies to prepare for the distant future. However, I would like the government to be more aware that there are many college students who are in trouble right now, and many young people who want to go to college but can't.

Next, from the university side, I think it is a positive view that the number of admissions will increase by making it free. I think it is effective as a measure to prolong life, especially for universities, including our own, that are losing capacity. However, universities must realize that this is only a life-prolonging treatment. Until now, many universities have established a special student system to reduce or exempt tuition fees. There are a certain number of students who enter our university using the system. In addition, there are some students who receive a stipend scholarship to attend separately. In this way, the number of students who go to university without paying their own tuition fees is increasing year by year. If this policy is implemented, the percentage of students who pay their own tuition fees will fall further. From the point of view of the management of the university, no matter where the money is paid from, the amount coming in is the same, so it doesn't really bother you. However, from the perspective of teachers, this diversification of income is fraught with various problems. The condition of exemption is to maintain the grade of the scholarship student, so I always worry about my grade. Therefore, whether or not it leads to a grade becomes a criterion, and as a result, there is a strong tendency to dismiss non-performance as a waste. In addition, faculty members also get confused about their high grades, so they make various misunderstandings. On the other hand, people who come on benefits don't often make it public. Teachers don't get that information. There may be a background that people don't know that they are a difficult family financially. In any case, among the students, I try not to mention the payment of tuition very much, which is the tendency of the students I am involved with. However, it is very sad that there is a pecking order within students depending on who is paying the tuition fees, and I always want to break that pecking order somehow, so we try to earn our own money for our activities.

I think our habit of thinking about everything in terms of money regardless of our position is the most problematic. College learning does not create short-term monetary value. In the first place, it is nonsense to convert educational effects into money. No one knows when or where the effects of education will take effect. But if someone doesn't educate them, they may go through life oblivious to their happiness. So the right to education is what a person needs to be happy. I would like the government to come up with a policy to enjoy that natural right.

I hope that the person who will become a university teacher will always be a person who can continue to be on the side of students no matter what the environment around them changes. On the other hand, I want them to become people who have the spirit to use the system to make students happier. (With all due respect ....)
