生活保護惨殺極著版第三部、児童福祉、年金介護医療行政総動員作戦英語版、Livehoodprotectionslaughterspecialetionpart3,welferestandardinterests,childwefere,pensionnursingcaremedicaladministrationgenrralmobilizationstrategy

この度当委員会は備えの為に生活保護惨殺極著版の外国語翻訳書籍を準備した。
他の世界諸国にお住まいのその国の方々やシンクタンクの方々とその国におられる日本人の方々だけでなく今現に日本にお住まいの外国人の方々が国と全国の自治体及び生活保護行政の職員たちからの何らかの形での生活上の被害を受けたり、貧困問題に対するリテラシー度や民度が著しく低い地域住民たちからの陰湿卑劣な社会排除、地域排除の被害に苦しめられるようなことがないように当委員会はそうした事態を防止する事を目的として外国語翻訳版を準備した。

当委員会がなぜ隣国圏内の翻訳書籍にとどまらず英語版以降の言語翻訳書籍まで準備したのかと言えば、現在全国の自治体窓口や福祉課及び生活保護行政の窓口にはアジア諸国の外国人の方々だけではなく西洋諸国の方々の姿も目立つようになり、特に日本の場合生活等に困窮する外国人の方々で充分なインターネット環境も確保できない状況におられる方々も少なくなく貧困問題、生活保護問題に関する書籍で翻訳された状態の書籍が皆無に等しいという現状があり、ある程度かそれ以上の言語能力があったとしても日本特有の錯誤詭弁に満ちた行政ロジックや難解な専門用語等に騙されたりする事例が見受けられることから言語能力に難がある方々の必要に備えるためにどこの国の方々も現在おられる国や場所を問わず日本の貧困問題、生活保護問題にアクセスすることができるようにする為に翻訳版の製作が不可欠であると考えたからである。

現在日本の外国人技能実習法と技能実習生をめぐる国民世論(本稿第一部参照)や、とりわけ外国人生活保護受給者の準用適用問題に関する国民世論の決めつけと偏見は凄まじい情勢にある。
外国籍の生活保護受給者数は約6万9000人. 生活保護受給者全体に占める割合は3.28%世帯割合2.8%と日本国民への生活保護の適用と実施を圧追するほどの割合ではない。
2011年度時点での内訳では第一位が統一教会発祥国の韓国や池田大作出身国朝鮮で受給者全体の5.3%第二位フィリピン2.4%、第三位公明党と仲の良い中国が0.7%、ブラジル0.7%その他0.9%という内訳となっており、これまで外国人の方々は国と全国の生活保護行政の職員たちからバッシング材料として政治利用され日本国民に敵愾心を抱かせる為に盛んに利用されてきたいきさつがある。
2024年1月には、ガーナ人の方が千葉市を相手取り生活保護の却下を取り消すよう訴訟を起こした裁判で千葉地裁はこれを退ける判決を言い渡した。
外国人の方々の生活保護受給者固定層を形成している主な原因の一つには無年金であることが挙げられ、低賃金外国人労働者の人口が多い主要都市では外国人路上生活者が激増している。

財政状況が悪い自治体では2000年代当時までの間全国各地の自治体間に於いて先を争って大企業を誘致し、過剰なほど派遣会社を呼び込みこれと同時並行で消費税を増税し仕入税額控除制度を利用して資材調達費で非正規雇用者全体の人件費を企業にまかなわせ日本人労働者の賃金がきっちりと生活保護基準前後の実質賃金になるように計算された出鱈目な低賃金で働かせた上に高負担な保険料と税金を取りながら、法人税の側は逆に減税して優遇するだけでなく、更に企業には技能実習生まで使わせて労働者から保険料や税金まで取り国と総務省等から多額の補助金まで交付させて企業の正社員の人口を減らして給与を高額化させた所で、これと比較した高額な公務員給与を手中に収めてきた。この種の全国に典型的な小規模自治体では外国人生活保護受給者の人口が想定している枠を超えていると職員たちが判断した場合、そうした生活に困窮している外国人の方々は居住地自治体において生活保護基準を全国一律規模で著しく低く固定化させようと躍起になっている生活保護行政の職員たちからの水際作戦被害に遭遇しやすい行政構造となっている。
働く外国人の受け入れにより議員や職員たちの給与利益を確保する事を重視してきた中規模自治体においても「生活保護の実施責任」と称する憲法違反通達を盾に水際作戦が展開される傾向が激しく路上生活者は東京や横浜、名古屋、大阪、兵庫方面へと追いやられる場合が多い。

東京、横浜、名古屋における貧困問題とその日本の貧困問題を発生させてきた原因である生活保護基準利権が構築している公務員給与利権の凄まじい実態は本稿全部を読んで頂ければ一目瞭然であるが、大阪西成だけでなく兵庫県神戸市にも「更生相談所」なる凡そ厚労行政とは似て非なる法務矯正管区設置の行政機関と錯覚させるかのような国の孫請け機関までもが実在しており、全国規模で見ても民主主義国家とも思えぬ入管行政と根拠なく結びつけられた連携思想が幅を利かせている現状がある。当事者たちがその法拠に乏しい概念に基づいて立ち回っている職員たちから虚偽の𠮟責が加えられたり、地域住民たちとの板挟みに苦しめられていたり水際作戦の被害を受けている事例は多発傾向にあり今も被害を受けている外国人の方々は後を絶たない。

こうした国と全国全ての自治体職員と生活保護行政の職員たちは国民の裁量可処分所得を30年以上の時間をかけてばれない範囲内で寸刻みに盗み取るために保険料負担率を増額させたり国民負担率を増税により極度に増やして生活保護基準を引き下げ直節税と間接税(消費税に関しては90年代の判例では間接税であるとする国の主張は否定されている)比率の是正と称し法人税を減税し消費税や所得税(一時軽減させた年度もある)を実質的に増税し保険料負担率を増やし働いている高齢者の方々の給与所得に応じて設定されている事実上の生活保護基準低化工作の為に人知れず暗躍を続けてきた所得制限装置「年金支給停止基準」を2024年度から変更させる等々の手口で国民の名目賃金を激減させており、その結果消費税増税による悪影響が災いして実質賃金は下がり続け2024年5月にはリーマンショック時の11ヶ月連続減少記録を更新した。これとは逆に上場企業は空前の利益を上げ続け内部留保はリーマンショック当時の2008年以降毎年積み上がり2022年時点で511兆4000億円にも達している。
この国は当時から考えても何も変わっていない。2010年にGDPは中国に抜かれ第三位に転落し2023年にはそれまで世界の企業ランキングには34社が名を連ねていた状況から最後のトヨタ自動車までも消し去られたばかりか2024年初頭GDPは人口が3分の2程度のドイツにも抜かれてしまった。自公政権創価学会利権が生活保護行政を法外な形で占拠し、それらが生活保護基準を支配し国民生活を破壊してきたその動かぬ証拠がこれである。今や実質賃金は当時韓国の2倍確保されていたものがアメリカの半分以下にまで下がり(アメリカは州により物価等全てにバラつきはあるがあらゆる要素と分野を総合考慮すると日本の賃金はアメリカの半分レベル)G7中最下位にまで転落している。
こういう手の込んだやり方で国と全国の自治体職員たちは大企業正社員を減らし非正規雇用者を増やす手口を用いて「正社員の平均所得は改善した」と称して偽装した比較論を根拠に公務員給与を毎年引き上げてきたのである。
更に自治体内部においても同様の手口で会計年度任用職員を増やし、都市部自治体ではパソナやアソウの派遣に外注して人員を入れ替え低賃金化させ生活保護基準を低く維持するため人件費が高い団塊世代職員の大量退職のタイミングを見計らって正規職員を減らしその立場を既得権化させパートタイマーまで導入して15分早くタイムカードを打刻させるなどして退職金の支給対象から除外する等々反社会的なレベルの低賃金化工作を経由させた生活保護基準弱体化工作が行われてきた。要するに国と全国の自治体ではカルト集団絡みの議員や職員たちの手によって生活保護基準を用いての大規模な国民生活破壊作戦が30年以上にもわたって強行されてきたのである。

この様な許されざる悪意的行為が国民の知らないうちに自治体内部に於いて平然と行われ続けてきたのであり、それらの細工が行われてきたことについて証言する方々の数も年々増えつつある。

そうであるにも関わらず日本政府が自ら自国の労働力を補う為に招待し、現にこうして働いて頂いているというのに、母国の家族のため日本の為に働いてくださっている何の罪もない外国人の方々に対して「生活保護は適用する事自体よろしくない」などとほざいているが、そんな無茶苦茶な話があってたまるものか。(本稿第八部等参照)

こんなとんでもない世論操作のせいで特に若い人たちの間では誤解が蔓延ってしまっている。YouTubeの一部の動画などひどいものだ。

実際には日本国内在住の外国人の方々の8割以上は日本人の平均所得や平均賃金よりもゼロが一桁も二桁も違う所得を得ているのであり外国人生活保護受給者の問題は明らかに針小棒大なプロパガンダにより捏造された議論である。しかしこれらのプロパガンダには兵庫県に於いて外国人生活保護受給者に投じられている予算が年間約56億円に上っている等の事実も含まれており注意が必要である。(本稿第七部第八部参照)

Not only people but also people from Western countries are becoming more visible, and especially in Japan, there are many foreigners who are struggling to make ends meet and are unable to secure an adequate internet environment due to poverty issues and welfare assistance. The current situation is that there are almost no books on the subject that have been translated, and even if you have a certain level of language ability or more, you can be fooled by Japan's unique administrative logic full of errors, sophistry, and difficult technical terminology. In order to prepare for the needs of people with language difficulties, people from any country can access Japan's poverty and welfare issues regardless of the country or location they are currently in. This is because we thought it was essential to produce a translated version in order to do so.

Currently, public opinion regarding Japan's Foreign Technical Intern Training Law and technical intern trainees (see Part 1 of this article), and especially regarding the issue of application of mutatis mutandis to foreign welfare recipients, is in a dire state of judgment and prejudice.
The number of foreign welfare recipients is approximately 69,000.The proportion of all welfare recipients is 3.28%, and the proportion of households is 2.8%, which is not a large enough proportion to overwhelm the application and implementation of welfare to Japanese citizens. .
As of FY 2011, the number one recipients were South Korea, the birthplace of the Unification Church, and Korea, the birthplace of Daisaku Ikeda, with 5.3% of all recipients, the second place the Philippines with 2.4%, the third place with China, which is on good terms with the New Komeito Party, with 0.7%, and Brazil with 0.7%. The breakdown is 0.7% and 0.9% for others. Until now, foreigners have been used politically as bashing material by the government and welfare administration officials across the country, and have been actively used to arouse hostility in the Japanese people. In January 2024, the Chiba District Court handed down a judgment in which a Ghanaian filed a lawsuit against Chiba City to cancel the denial of welfare assistance.
One of the main reasons for the formation of a fixed class of foreign welfare recipients is the lack of pensions, and in major cities with large populations of low-wage foreign workers, foreigners are often living on the streets. The number of people is increasing rapidly.

Up until the 2000s, local governments in poor financial conditions competed with each other to attract large companies, attracting an excessive number of temporary staffing companies, and at the same time increasing consumption tax to reduce the amount of input tax. This is a haphazardly low wage that is calculated so that the company covers the entire labor cost of non-regular employees by using the deduction system and material procurement costs, so that the wages of Japanese workers are precisely the real wage around the welfare standard. The corporate tax system not only gives preferential treatment by reducing taxes, but also allows companies to use technical intern trainees and collect insurance premiums and taxes from workers. By reducing the number of full-time employees at companies and increasing their salaries by providing large amounts of subsidies from the national government and the Ministry of Internal Affairs and Communications, they have been able to obtain comparatively high salaries for civil servants. If officials determine that the population of foreign welfare recipients exceeds the expected limit in small-scale local governments that are typical of this type of government nationwide, such foreigners who are in poverty will The administrative structure makes it easy for residents to encounter border operations by welfare administration officials who are bent on fixing extremely low welfare standards across the country in their local governments.
Even in medium-sized local governments that have prioritized securing salary benefits for their legislators and employees by accepting working foreigners, there is a strong tendency for border operations to be carried out using the unconstitutional notice of ``responsibility for providing welfare assistance'' as a shield. People living on the streets are often driven to Tokyo, Yokohama, Nagoya, Osaka, and Hyogo.

If you read this article in its entirety, the terrible reality of public servant salary interests built by welfare standard interests, which is the cause of the poverty problem in Tokyo, Yokohama, and Nagoya, and Japan's poverty problem, will be obvious at a glance. Not only in Nishinari, Osaka, but also in Kobe City, Hyogo Prefecture, there is even a ``Rehabilitation Consultation Office'', an agency subcontracted by the government that gives the illusion that it is an administrative agency established by the Legal and Correctional District, which is similar to but different from the Health, Labor and Welfare Administration. Even on a national scale, there is a current situation in which the idea of ​​cooperation, which is baselessly linked to the immigration administration, which does not seem like a democratic country, is gaining traction. There is an increasing number of cases in which the parties involved are being subjected to false accusations by officials operating based on concepts that lack legal basis, are being caught in the middle with local residents, and are being harmed by border operations. There is no end to the number of foreigners living in Japan who are still being affected.

These government officials and public welfare administration officials in this country and all over the country have increased the insurance premium burden rate in order to steal the discretionary income of the people to the smallest possible extent over a period of over 30 years. The national burden rate will be increased to an extreme level through tax hikes, the standard of welfare will be lowered, and the ratio of direct tax and indirect tax (concerning consumption tax, the government's claim that it is an indirect tax has been denied in case law from the 1990s has been denied) will be corrected. In effect, it reduces corporate tax, increases consumption tax and income tax (temporarily reduced in some years), and increases insurance premium burden rates, which are set according to the employment income of working seniors. They have been secretly working behind the scenes to lower the welfare standards of the Japanese people. They have drastically reduced the nominal wages of the people by changing the income restriction device "Pension Payment Suspension Standards" from 2024, and as a result, the consumption tax will be increased. Due to the negative effects of the pandemic, real wages continued to fall, and in May 2024, they broke the record for 11 consecutive months of decline during the Lehman Shock. On the contrary, listed companies have continued to earn unprecedented profits and internal reserves have been accumulating every year since 2008, at the time of the Lehman shock, reaching 511.4 trillion yen as of 2022.
Nothing has changed in this country since then. In 2010, its GDP was overtaken by China and it fell to third place, and in 2023, there were 34 companies listed in the world's corporate rankings, but even the last company, Toyota, was not only wiped out, but by the beginning of 2024. In terms of GDP, it has surpassed even Germany, which has a population of about two-thirds. This is irrefutable evidence that the Liberal-Public Government Soka Gakkai interests have taken over the welfare administration in an outrageous manner, controlled welfare standards, and destroyed the lives of the people. Now, real wages, which at the time were twice as high as those in South Korea, have fallen to less than half of those in the United States (in the United States, there are variations in prices and everything else depending on the state, but when all factors and fields are considered comprehensively, wages in Japan are half of those in the United States. level) has fallen to the bottom of the G7.
In this elaborate way, national and local government officials across the country are using tricks to reduce the number of regular employees at large companies and increase the number of non-regular employees, using a disguised comparative theory to claim that the average income of regular employees has improved. Salaries have been raised every year.
In addition, within local governments, the number of employees appointed each fiscal year is increased using the same method, and urban local governments outsource the dispatch of Pasona and Asou to replace personnel, lower wages, and maintain low standards of welfare for the baby boomer generation, who have high labor costs. It is anti-social, such as taking advantage of the timing of large-scale retirement of employees, reducing the number of regular employees, giving their positions a vested interest, introducing part-time workers, making them punch their time cards 15 minutes early, and excluding them from receiving retirement benefits. Efforts have been made to weaken welfare standards by lowering wages. In short, for more than 30 years, a large-scale operation to destroy people's lives using welfare standards has been perpetrated by the national government and local governments across the country by members of parliament and officials associated with cult groups.

Unforgivable malicious acts like this have continued to be carried out calmly within local governments without the public's knowledge, and the number of people testifying that these manipulations have been carried out is increasing year by year. .

Despite this, the Japanese government has invited them to supplement their own labor force, and they are actually working in this way, so what is the sin of working for Japan for the sake of their families in their home country? People complain to foreigners who don't have much money that it's not a good idea to apply for welfare, but is it really worth it to hear such nonsense? (See Part 8 of this article, etc.)

This outrageous manipulation of public opinion has led to widespread misunderstandings, especially among young people. Some videos on YouTube are terrible.

In fact, more than 80% of foreigners living in Japan earn an income that is one or two digits higher than the average income or average wage of Japanese people, which is a problem for foreign welfare recipients. This is clearly an argument fabricated by a huge amount of propaganda. However, this propaganda requires caution, as it also includes the fact that Hyogo Prefecture spends about 5.6 billion yen annually on foreign welfare recipients. For the above reasons, this committee would like to know more about the trends of foreign nationals living in each country, as well as the Japanese government, local governments, and public welfare administration officials across the country, who continue to largely ignore the 2012 United Nations recommendations.
