【英日対訳】内部告発者「Jorseti」氏がIAEAの「包括報告書」を巡る外務省との関係について韓国市民メディア @thetamsa に寄せた告発メール
はじめに
2023年6月21日、韓国の独立系メディア「市民メディア・ザ・探査」が韓国語でライブ配信しているWebチャンネル『ザ・探査スタジオ 』(The Tamsa Studio) の番組で、ある「情報提供者」により告発が行われた。
日本の外務省によると、その配信では次の趣旨の「出所不明の文書」を明らかにしたのだという。（※当初は韓国語のみの配信だったが25日に日本語字幕ダイジェスト版も追加で配信された。）
《外務省幹部とされる人物が、ALPS処理水に関するレビューを行うIAEA及び第三国専門家の意見の相違を解消するために、日本政府がIAEAに対して100万ユーロ以上の政治献金を行った、IAEAレビュー報告書の結論は最初から絶対安全と決まっている、IAEAレビューに参加する第三国専門家は飾り物である等と述べた。(document of unknown origin, which states that an alleged senior official of the Ministry of Foreign Affairs said that the Government of Japan had made a political donation of more than 1 million euros to the IAEA in order to resolve differences of opinion between the IAEA and third country experts conducting a review of the ALPS treated water, and that the conclusions of the IAEA review report were fixed from the beginning that it is absolutely safe, as well as that the third-country experts participating in the IAEA review are just for decoration, etc.》
外務省は翌22日、配信から1日という異例の早さでこの報道に対する「反対」声明を日本と英語の両方で発出。
《外務省幹部がそのような面談を行った事実はない。また、文書の内容に関しても、日本がIAEAに対して政治献金を行ったり、IAEAレビュー報告書の結論が最初から決まっていたり、第三国専門家が飾り物といったことはあり得ない。(There is no fact that a senior official of the Ministry of Foreign Affairs had such a meeting. Also, with regard to the content of the document, it is absolutely untrue that Japan made a political donation to the IAEA, that the conclusions of the IAEA review report were fixed from the beginning, or that third-country experts are just for decoration.)》
と強い論調で述べ、最後にこう「反対」の意を示した。
《日本政府としてこのような無責任な偽情報流布に対し、強く反対する。(the Government of Japan strongly opposes the irresponsible dissemination of such false information.)》
翌月7月1日、『ザ・探査』は再びライブ配信を実施。今度は、件の「情報提供者」による助言を受け、日・英・韓国語の3か国語に翻訳され、字幕が日本語化され、一部の日本語を音声で読み上げる内容になっていた。
その中で、初めて「情報提供者」の名（但し匿名）が明かされ、「報提供者」本人からの《追加情報》の内容が、本人からのメールの内容とともに公開された。イタリア語で「救いの手」を意味するという「Jorseti」氏は、6/21に配信された告発内容に加え、今度は「鍵となる証拠」を示してきた。IAEA包括的報告書の最終報告の一部を公開したのである。
以下に、その告発メールの内容の①英文書き起こしと②和文翻訳（おそらく自動翻訳）をDeepL翻訳+PE修正したものを改めて記載する。

As expected, many official of MOFA stayed up all night after your show. They did not expect the title of the report and the contents of the catalogue was made public. They are desperate to know who is the leaker, even the retired were investigated, it means they are suffering from anxiety.
"案の定、多くの外務官僚が貴方の配信の後、徹夜をして過ごしました。まさか報告書の表題とカタログの内容が公表されるとは思っていなかったのでしょう。リーク元が誰かを知りたくて必死のようで、退職者にまで調査を拡げていました。不安でたまらないのでしょう。"

If you don't mind I would like to give you a suggestion. Although the series programs do have great influence, its dissemination was narrowed down because of the language. I think the following programs can be subtitled by Japanese and English, to make more poeple all over the world lean the truth.
"もし差し支えなければ提案したいのですが、このシリーズの番組は大きな影響力を持っています。しかし、言語の問題でその拡散に限界があります。より多くの人に真実を知ってもらうために、以降の番組には日本語と英語の字幕をつけるべきだと思います。"
Finally, in order to prove what I said is true, I attached some pieces of the final report, which MOFA should not have in the present.
