Introdcution about my way of writing a paper!
今回は、留学で頻繁にあるペーパーを書くコツについて自分なりに書いてみたので紹介します！

公共政策大学院でよくあるのは、Policy Memoという特定の政策の分析を行うペーパーです。
これについて、作成プロセスを簡単に振り返ってみたいと思います。

In public policy schools, we are frequently assigned so-called Policy Memo, so I'll elaborate on how I draft it.

①テーマを決める

まずは分析の対象にする政策を決めます。
別にどの国を扱ってもいいのですが、私はなるべく日本を選ばないように心がけました。
そうすると日本語の文献ばっかり読んで、あまりためにならないですからね…。

1. Decide on topic
Basically there is no restriction about which country to pick, but I try to avouid picking Japan's policies, because I might end up Japanease and not Englsh literatures.

②背景情報を集める

なぜその政策が産まれたのか、具体的にどんな中身なのか、どんな関係者がいるのか、などの情報を集めます。
ここをしっかりと押さえると③の論理構成がスムーズにいきやすいです。

2. Collect background info
Why this policy came into being, what's the specifics and who are the stakeholders ... which makes step 3 smoother.

③論理構成を決める

政策の課題や効果を分析するのですが、政策の具体的な中身を見ればあり得る反論や課題がある程度想定できます。
それをもとに、改善策などの論理構成を練ります。

3. Elaborate on logic
Looking at the specifics, we can come up with possible drawback or criticism to this policy. And based on that, I come up with some possible recommendations.

④データやリサーチを集めてつなげる

③に対応する論文やデータを集め、関係する部分を抽出し、③の論理構成にあわせてつなげてみます。
この際に、手元にある材料によっては論理構成を修正する必要がある場合もあるので、そこは柔軟に対応します。

4. Collect data and literature, and link it to the logic
Collect relevant ones, extract essential factors and put them together according to the logic above. Sometimes I have to modify my logic, so stay flexible.

⑤独自の視点を提示

ここまでだと既存のものを寄せ集めただけにも見え、付加価値はあまりありません。
そのため、課題・効果分析や改善策の部分で、他の論文等が触れていない新たな視点を提示します。
それが、originalityということで評価されることにつながります。

5. Present my own perspective
Only with the steps 1-4 your paper might not be valuable, so when analyzing challenges, effects and/or possible revisions, I make it a rule to present new perspectives which are not touched upon by existing literature, which lead to originality.
