さて今回は秋学期のコース２つ目、Politics of Policymakingの紹介です。
This post introduces the second lecture in fall semester, Politics of Policymaking.

1. 授業の構成

こちらは大きく教授のlectureとＴＡによるdiscussionに分かれています。
テーマはシラバスから引用すると以下のような感じ。
Generally, it's divided into 2 parts, one is a lecture by the prof and another is a discussion session led by TA.
Topics are as follows (according to the syllabus).

Introduction to the course: policymaking in a comparative perspective
Defining the problem: ideas, frames and discourses
Stakeholders: spoilers and supporters
Designing policy: nudges
Implementing policy: bureaucracy, implementation & feedback
Problems in policy making
Affecting foreign policy change in a democracy
Evaluating impact
Finding room for manuever
Stories from the Trenches
Fragile and failing states

2. 授業の内容

lectureでは事前に100頁程度のリーディングが課され、それに関連する講義が具体例を交えつつ行われます。
discussionではcase studyを中心としており、パキスタンの統治問題やブラジルの年金制度なんかについて分析をグループで行ってます。

リーディングも中々大変ですが、ディスカッションで周りに全然ついていけないのが辛いところ。そろそろ学期も折り返しなので、気合を入れ直さなければです。

There are assignements which amounts to 100 pages on average in advance, and the prof covers the material related to them, enumerating some examples.
In discussion, we analyze some cases including Pakistan's rural governance and Brazil's pension system in a group.
Reading assignments are quite demanding, let alone the interactive discussion, in which I have difficulty in keeping up with.

2. 授業評価

そして、この授業の評価の中心は「Policy Memo」です。

大きく分けてProblem Definition、Stakeholder Analysis、Policy Implementationの３つをそれぞれ１０００～１２００字程度で課題として提出します。
テーマは何を選んでもいいので、私は日本の子供の貧困をピックアップしました。

In addition, the evaluation puts an emphasis on "Policy Memo".
We picked a problem, and then make a statement about problem definition, stakeholder analysis and policy implementation respectively, each of them will be 1000 to 1200 words.

Problem Definitionでは、「なぜそれが問題なのか？」「原因は何か？」といったことをデータを使いながら説明します。
Stakeholder Analysisでは、どんな関係者がどのような立場、影響力を有していて、どのように合意形成の戦術を練るかを考えます。
最後のPolicy Implementationはまだ課題が課されていませんが、実行から評価に至るまでのプロセスを作り上げるものだと思われます。

これらは、実際に政策を作る時にも意識するだろうことなのですが、概念ベースのリーディングを事例に適用していくのがポイントだと感じました。

In problem definition, we are supposed to explain "why is this a policy problem to address?" "What are the causes of this problem?" by using quantitative data.
In stakeholder analysis, we have to analyze stakeholders, their position and influence in formal or informal policy arena, and devise our strategy how to cope with them.
In the last part, policy implementation, I'm not sure what to do but it may entail elaboration on the process from implementation to evaluation.

These things are what we should take into account when thinking about public policies, but the point is how to apply the knowledge from reading to actual cases.
