６５を超えたら、衣食住の心配のない社会（そういうミクロな自治体でも構わない、移住支援にも）を作れば、現役時代に金も貯め込まず、安心して子どもも産める、というもの。

ここでも人の心理を掘った施策が必要かも。

これにはしかし条件がある。それは「コンパクトシティ」化！
「こんなところに１軒家」なんて無理。教育、インフラ、健康（医療）の点からも無駄とリスクが大きい。

土地は国に返し駅周辺に住む、住める環境を創る。

広島の宇品に一時期マンションがどんどん建設され、廃校となるどころかプレハブ校舎を増設~しかし６年で卒業だ。人生のステージは変わる。（ここに気づかず議論する人も多い）
同じく少子高齢化の構造も変わる。高齢者は増えるが、その後は葬祭場が２０年は儲かる時代が来る。
